PNGC Power (“PNGC”) is an Oregon-based electric generation and transmission cooperative owned by 16 electric distribution cooperative utilities (each a “Member”) with service territory in seven western states, including Oregon, Idaho, Utah, Washington, Montana, Nevada, and Wyoming. PNGC is issuing this RFP on behalf of itself and any of its Members interested in participating in this procurement (together, including PNGC, “Participating Members”).

PNGC is seeking proposals to establish one or more contracts with qualified and experienced contractors to provide grant management services (“Services”), as needed, to Participating Member(s). The Services are described in detail in Exhibit A to this Request for Proposals (“RFP”).

The Participating Members and details concerning each of their systems are listed in this RFP at Exhibit B. Respondents may elect to propose to one or more Participating Members. The selected contractor(s) will execute a Master Services Agreement (“MSA”) with Participating Member(s) (thereafter, “Contracting Members”) that describes the terms and conditions under which it will provide Services under the MSA. Contracting Members that wish to activate the Contractor will issue a Task Release for the Services which will be an agreement between the Contractor and that Contracting Member only (then an “Issuing Member”). While payment for Services under the MSA and any accompanying Task Release will be made to the Contractor directly by the Issuing Member, the Issuing Member may use funding from or seek reimbursement of its contract costs from one or more Federal or State government agencies through various grant programs. Thus, all work must be completed in compliance with the awarding agency’s rules and guidance, as well as local, State, and Federal laws, regulations, executive orders, and the federal cost principles at 2 C.F.R. Part 200, as applicable.
